vmm32.vxd is a system specific file which you cannot extract from Windows CD or copy from other computer to solve your problem. Try to reinstall Windows from scratch. If you keep getting the same or other error messages during or right after the installation, replace your RAM.

You can extract the VMM32.vxd file from the Windows98 SE CD!!.
First search the CAB files using this DOS command: extract /A /D win98_21.cab vmm32.vxd (You must be in the WIN98 directory on the CD)
Then after you have found which CAB it's in use this command: extract /E /L c:\windows\system win98_54.cab vmm32.vxd
Replacing with win98_54.cab with whichever cab you found the file in.

That error usually indicates that you have a memory problem. Run a diagostic routine if you have one, or try to replace the ram and see if the error clears. If you have more than one piece of ram, remove them one at a time to see which one has theproblem.

Are you using a nvidia video card? The onboard memory could be a problem, try using a standard agp card to load then install the drivers and shut down. And install the card and reboot.
