If I understand your first question correctly, when a Windows client attempts to gain an IP via DHCP, it doesn't just ask "give me an IP address." What really happens is that the CLIENT remembers the last IP it was assigned (let's say it was 192.168.1.123), and asks the DHCP server "Can I have IP 192.168.1.123?" So if the IP is available and if you don't have policies in place on your DHCP server forcing it to rotate IP address leases, then the DHCP server will generally reassign the requested IP.

I don't understand your second question.
