User accounting software (tracking)

What software is available for tracking users access time, files accessed, CPU utilization, what files were accessed and any other features that might report on a users activity and server activity?

Why, Windows NT, of course!

You can enable auditing in the User Manager to track the success & failure of file access, logons, logoffs, and many other things. Click Policies | Audit from the User Manager.

A word of advice -- use auditing on individual files sparingly, especially if the files are accessed often. Each time an audited file is accessed an event is written to the event log; this start to bog down your server if the files are heavily used.

Try NETIQ they make a product called Apps Manager, it will log just about anything. It will also read security logs and put them in a more readable output. Also try Hyena from Adkins Resource, Inc.
