User has no "file" menu in IE5 or Recycl

One user, no matter which PC he logs onto, has no "file" menu in IE5 or in the Recycle Bin. We have an NT network, roaming profiles and system policy. I did not see a policy setting for this feature, any ideas?

I would think that this restriction has to do with the "Computer policy" in general for workstations in your corporation, is he the only one experiencing this?..if not it has to be, definately in "his" "user policy"..
