User not recieving replies in Outlook

I have two customers that are experiecing the same issue.

They both use a local ISP to host there mail.

User A using Outlook sends an email to User B who is using the ISP's webmail client. User B replies to User A and when User A opens up the message there is nothing inside but thier original message to User B. The subject has the Re in the heading yet no new message inside. User A can logon to the webmail client and IS able to view the message from User B. The same result happens from an RE or a forward. New messages come in without a problem.

I called the ISP and they stated it wasn't them. Both customers are experiencing the same issue and they both use different versions of Outlook and Windows.

Any suggestions would be appreciated.
