What is "userinit.exe" and why does it try to access the internet every so many minutes? (my firewall is alerting me)

This application is used to run a program before a shell starts. The service runs logon scripts, reestablishes network connections and starts the shell.

The "reestablishing network connections" bit is likely the activity you are seeing on your firewall. You should allow this process to do what it wants, as it poses no security risks. Its part of the O/S.
