W2K system will not shut down or restart

Well, this is my first time asking question in TechRepublic.
I just assembled a new PC with AOpen AK72 Slot A board with Athlon 950 CPU.
System has HP 9510i, 48x CD-Rom, and Maxtor ATA100 40GB HDD. All went in to an Antec case with smart power supply.

After istalling HP CD labeler II, the system does not restart or shut down unless I pull the plug, or press reset button then press power button which is an instant power off.
I did the entire installation twice and have the same problem. Even after uninstalling the HP CD labeler II, the problem exist.
Any idea on what causes the problem?

Do a CTL-ALT-DEL and get into the task manager and see what apps and services are still running before shutting down.

Manually close or end each application and service one by one until your PC shuts down properly. This should help you pinpoint the problem

Well, the warm-boot process does not work at all because, the screen is already black. I mean the OS actually shut itself down, but the power to the system still goes in so the power supply and all the fans in the system still runs. Something is preventing the system to turn off or reset.

i agree with the first answer as the method to determin the source of the problem. sounds like a service is hanging you up. i have the same problem with the cdrom service on my network and a computer will occasionally hang and its almost impossible to shut it down without unplugging it. restart is impossible. initially i would suspect that its your cd rom service that hanging you up since that was the begining of the problem. kill that one first and see how you do. after that move thru them oneat a time.

I think it is more related to the software included in the HP9510i since it happens only after the installation of software.

Sounds like a power management problem then.

Check your BIOS for Power management settings. Check that ACPI is enabled otherwise try disabling on the whole first. If this solves your problem then add the settings back in one by one.

If I disable the ACPI, the system does not boot up. It starts and goes until the end of the segmented bar at the bottom of the screen showing if you want to trouble shoot the windows press F8. Then, it goes back to the beginning of the BIOS and does the same thing again and again.

I am going to try to setup the entire windows again with only Adaptec EZ CD creator and see if it helps. Until then, I am still willing to receive anyother suggestions.

If what you are saying is that the screen goes down and the monitor goes to stand by but the power to the board stays on, it may just be a bios setting. Most bioses have a setting in power management for the type of shut down. Just browse through and see if anything in there looks like it may cause trouble. Also check which OS it's set for. It may not be much of a problem at all.

No, it is not BIOS problem. I checked throughly and found everything in BIOS set correctly.
