This is a difficult question to answer but:
1) I would consider learning and gaining experience in web development by using PHP. It is free and you can do that at home with just a text editor, the php documentation (php.net) and EasyPHP for Windows (easyphp.org) that is installing a apache webserver, php and mysql in just a few mouse click. From there you can start to make some small developments.
2) Next step or parallel step would be looking at JSP technology, this requires a bit more experience but you can also set up a development environment without too much complexity and at no cost
3) Seen from a market point of view, ASP and the .NET have a lot of momentum currently and learning those technologies would surely be a strong plus for a career but setting up a development environment is not that easy and not for free.
In all cases, design and prototyping is key to success. You need to think at a problem and its potential solutions before moving on. Too many developers are just reading specifications and coding them without truling thinking. If you want to be succesfull, be different, think, design for the long term and seek simplicity rather than complexity.

*** BE WARNED ***
Web development has gotten very complicated lately. HTML, DHTML, XML, XHTML, ASP, .NET, SOAP, Java, JavaScript, JavaBeans, CSS and others can easily make you feel DOA!Here’s what I suggest:
1.) Go to http://www.wc3.org and get an understanding for the concepts available.
2.) Find a good web development program such as FrontPage to make it easy to begin. Even MS Word can be used to create web pages.
3.) Find a good HTML style guide to print out and keep as a handy reference for tweaking.
4.) Look at the source code of web sites you like to see how they do cool things.Remember too that graphics make up a big portion of web pages today. You may consider either finding a good free graphic site or just purchasing something like Paint Shop Pro.
Web Development is like the game Othello – “It takes a moment to learn, a lifetime to master.”
