Website error 403 after moving site

I'm moved Netscape Enterprise Server 4.0 to a 2000 server.(previously ran fine on Linux Cobalt Cube, no alias) added new alias to DNS and now whenever I make a change to an *.html file, server responds with either a 403 error, or can't find page. Refresh does not work on page. I have to delete all cached pages, type in the full URL to get page to be updated and sometimes still get the 403 error.

If you can access the page using the IP address rather than the alias, then the problem is with your DNS entry.

If you still get the 403 error when you use the IP address, then you may have a problem with permissions. If your page contains scripts, make sure that the IIS permissions are set appropriately.

Using Netscape Enterprise Server. Have same problem with refresh using either IP or URL. Changed files to *.htm instead of *.html and error stopped, but pages still don't update when I hit refresh.
