What do wsock32.dll do?

I know what they are, located, how to restore but for the life of me I have no memory as to what they do?

Winsock (wsock32.dll) is a major networking component in the Windows 95 and 98 operating systems. If it is missing or damaged then you will be able to connect but you won't be able to surf or do e-mail. You will also have problems if there are multiple copies of wsock32.dll installed on your computer.

It is also one of the files targeted for infection by the Happy99 worm.

There are multiple versions of that Dll, you should restore the one you have previously installed. If not, simple delete any protocols from your network , boot, and re-install them again
