In other words, it is a security feature, that allows the X server to start from a non-root user. The program is installed as a privilieged program and runs as root when called upon.

It is used when issuing the startx command, and checks the commandline and environment.

When you start the xinit (which gets the display up and running, its looking for the program Xwrapper instead of the server X).
