We must start with the basics first...

Is the monitor firmly connected to the PC?
Is the PC power cable firmly plugged in at BOTH ends?
Is the graphics adapter seated in its slot?
Can you hear activity from the hard drive or other hardware? Is the PC 100% silent when you press the "on" button?
Does the PC beep?

What other clues can you give us as to start up behavior?

If there is absolutely no sound or other indication such as LEDs flashing then you have probably lost the power supply (as long as it is correctly plugged in--plugs do manage to loosen with time or movement)

If there are some sounds or other signs of life, then the problem can be memory, CPU, mother board, graphics card or other hardware. If the computer sounds like it starts up correctly (hard drive activity that starts and stops and lasts more or less like a normal start up) then you problem could be a faulty monitor cable or graphics card (although bad graphics cards tend to make the computer beep).

If the computer beeps when you turn it on, then there is a problem in hardware. Make sure that memory, CPU, graphics and other cards are firmly seated in their slots. If this persists then try substitution of pieces until you find the culprit. Note, the culprit may be the motherboard, in which case nothing else will work.

Give us more details if these suggestions don't lead to a happy conclusion.

everything is plugged in properly and the computer never beeps and the floppy drive LED is constantly on. Also I have taken off HDD, and floppy drive but LED still stays on. It will not flicker and LED is of Amber colour.

sounds like your video card is bad. can you reseat the card? can you try another?
you could move your monitor to another pc and prove the monitor and cable are ok if problem does not follow monitor to different computer...

Ok man this is what you peobably need to do, sience the light of the floppy stays on, as you said. On the IDE ribbons and such make sure the little red strip thats connected to the mother board is tword the back of the CPU on connection. "floppy, hard drive, cd roms, zip drives, ect, NOW, on connection of the cd roms and floppy's and the like, the red always "points" to the power cords, now away from them. flipping them can make the light stay on the floppy and the hard drive light, see if that fixes it.
