Depending on where you work, there could be a formal change management system in place for issues such as this. If the work you are doing is an outsource project then the rquirements and quote should have been frozen. If new requirements surface late in the project, then they impact the scope, cost, and probably quality as well of the project. By presenting these impacts and what they will cost to the customer, they should very quickly see the light. If not then a re-quote is in order and you do the extra work.
