Win95 Desktop ICONS Stuck

I have a WIN 95 machine that has a registry problem I think..! The Icons on the desktop cannot be moved manually, Auto arrange on or off doesn't make any difference. Although in safe mode they are movable.
I've delved through the registry and can'tseem to find the problem.
Any help would be appreciated....!

I've seen this before. Did it start after you installed a new piece of software? If it did, then chances are that the new software replaced some core DLLs with older.incompatible versions. The most commonly replaced DLLs are the Microsoft C run time libraries. To correct problems with these libraries, refer to Microsoft's web site, download and install the most currect version. Last time I looked, it was a file named "SPEU.EXE" Be sure to reboot after installing this patch, even though the install doesn't tell you to do so. If that doesn't work, then go back to Microsoft and get REGCLEAN. After you install REGCLEAN, run it multiple times until the "Fix Errors" button is no longer active. Then reboot and run it again!

There are some other things that might be causing your problem, but these are the most common fixes.

If Internet Explorer 4 is installed you may want to uninstall the windows desktop update.

You are able to do this by opening control panel.
Double click on add/remove programs.
Highlight Internet Explorer 4 and click on the add/remove button.
A window will come up with a few options.
Choose the option to remove windows desktop update.
Restart the system when it is done.

If IE5 is installed you would need to uninstall IE5, then go through the above steps.
