Win98 memory use

I overheard that windows uses the first 32mb of ram and on machines with more memory that ot is better to force windows to use all memory available. Is this correct and if so how do I make windows use more than 32mb?

There are a lot of issues and considerations when discussing how Windows uses memory and how much it uses.
