Is there a way to allow users who are NOT administrators to run Defrag?

If access is not restricted,then the defragmenter utility is located at
Start-Programs-Accessories-System Tools,it will be located in the sub-menu,they can pen and run defragmenter on specified drive

You could set the file security properties on the one program ( dfrc.msc ) so that the user has full control over this program. Since it is a stand-alone program it should work fine this way.

Since this program calls other restricted files this did not work when I tested it. Although it has put me on a different path. So it did help in that sense.
