It's been my experience that booting from a Windows CD / DVD usually displays a prompt that says something like 'Press any key to boot from CD'. If you miss the short period this prompt is active, the system will move on to the next boot device, usually the HDD. Are you missing this prompt?

Before you start, have you downloaded W7 drivers for all your hardware, especially the network card and video?
