Windows 95 boot

I have a user, who says they did nothing to the machine, but if they have say clouds wallpaper set and turn the computer off, when they reboot the computer the clouds start up and then before the computer gets completely booted up it changes to none. What's the problem

Sounds like they are confusing their clouds wallpaper with the windows startup screen. The one that says "Starting Windows 95/98/Whatever". This screen disappears a few seconds before Windows itself starts, and there's a good possibility it's locking up at that point also.

I would have them start it up, but leave it for up to two minutes. If it doesn't get any further, then investigate the lockup problem. (Checking programs starting at startup, deleting temp files, etc).

Boot the computer. When you get to the log on screen, hit Cancel. Set the desktop wallpaper. Reboot and log on as usual.

Seen this one before, see if the *.bmp file which they are using for the background is located on a shared network directory, or somewhere else other than the default Windows directory. If it is, move the .bmp to the windows directory, reset it as the background, and reboot.
