Windows NT logon profile

I create a mandatory profile for the user and that user could still change its profile when he logs on having mandatory roaming profile

But have you checked if the changes the user had made, remained after he re-booted the machine? I've found that with a mandatory profile, users can make changes, but when they re-boot, the changes have not been saved.

If it's mandatory (not roaming) user profile (changes are not saved after user logs out) and you want to prevent user to make some temporary changes, use system policy editor (but be careful).
