Windows Vista Won't Shut Down

I have about six Windows Vista laptops that won't shut down. All users are reporting that the issue happened 1-2 weeks ago. Here is what I've tried so far:

Performed a clean boot, updated firmware and necessary device drivers, ran a chkdsk /r and found no errors and a few other things. I should also mention that I am unable to flash the BIOS. My colleague and I have tried numerous things and we haven't found a fix.

Please help! Your feedback is welcomed.

They are under warranty, but we don't have enough spares to give everybody while theirs is being fixed.

Then do them in batches

Maybe 2 at a time. Minimize your downtime because it looks as if there WILL be some downtime.

try a system restore

on one of them and see if you can shutdown. Has any new software been installed. Has anything in group policy/local security policy changed?
