A Network with poor signal strength

How can the bandwidth speed of a network be optimized. If for instance, a firm's network was initially at 80kBps and later dropped to 56kBps. then after some days it came to 76kBps. As a Network Administrator or Network Engineer, how he diagnose this instability

    is this a wired or wireless network? Most probable cause is faulty equipment...wires that aren't making good contact, a WiFi transmitter going bad, misconfigured router, that sort of thing. Then there's the possibilities of the number of clients accessing network resources, and the types of activities, streaming video eats lots of bandwidth, torrent clients use a lot. A quick check of equipment and the types of software running may point to bottlenecks.
