Can you teach me about PREV and NEXT on this site?

I get a little bit lost on this site when I'm looking thru My Stuff, which is about all I do on this site. So can someone please teach me something pretty basic that I should probably already know?
I ask a Question. I find a TechRepublic Alerts email in my Outlook Inbox. It will display the Question text and that it was Posted By (ME) and When. Then below that it may list any Subject Lines (of things posted as a Reply or as Answer .... I don't know) and who they were posted by.
So I can go right to the new item (again ... Reply or Answer?) by clicking that link in the email.
But sometimes I will see <<Prev and Next>> near the top of that items display on the site after I get there by clicking the link of the new item.
This is where I get lost. I really wonder where that <<Prev or Next>> is taking me. I've messed with them and I just get lost! I really don't understand how that is any different than scrolling up or down and reading stuff that was entered before or after what is at the top of that page's display.
LOST! Can someone help teach a silly idiot?

    Sometimes when I am looking at things on this site, I see links that say PREV and NEXT up in the corners above the item. For some reason, they aren't always there. Like they aren't there right now while I'm on this item and typing this into the Comment box after I clicked on Reply.
    But sometimes those links are there. And I've clicked on them to mess around with them to try to figure out where they are taking me and how it varies from just scrolling down the page, and I can't figure out the difference. So, I thought I should ask here.
    Peconet says that "I think the websites put that in for you to go faster forward or back", but I have sort of gotten lost when I clicked them and that is why I asked this here.

    This could also be caused by your mouse when you move it at a certain speed around a website. That is why you sometimes see the marks of either up/down or left/right links on a webpage. It might NOT be the website but your mouse that is the culprit in this instant.
    You could test this out by holding down a button on your mouse and moving it up or down to see if these links (as you said) come back.
