Cannot apply group policy without local admin rights

I know that this must sound weird. I does to me anyway. I have a Windows 2000 Domain with Windows XP clients. The clients are not able to apply the policies unless the user has local admin rights. Example: I create a new policy to hide the drive, I login as a user that should be affected, the drive is still there. Now, a give that user administrative rights on the local machine and login again, now the drive is gone. Am I just overlooking something simple. Please help!!!!
