Dell Optplex 170L failing to power on

I have a dell optplex 170l desktop computer.The PC does not come on when conneted to power only a green led shows on the mother board near the cable to the switch. I have tried to change the PSU to no avail. Any suggestion as to how i can go round this challenge will be appreciated.

    Unplug everyhing from the motherboard except the processor

    There is typically a CMOS-reset jumper to clear the BIOS, clear it.

    If the motherboard does not do POST, or at least beep like crazy with just the processor, then it's either the MOBO or the processor. My experience has been that motherboards fail more often than processors. Look for swelled or popped-open capacitors on the motherboard.
