dhcp problem with NIC

I use windows 2003 server with dns,dhcp and 2 nic's, my dhcp server ip is 190.104.1.1
and all are working normaly since 2005.

recently I added dvb/ip card to my server
if I give a static address to this card
i.e: 192.168.0.1 and apply changes then the
dhcp server changes its ip address to that address and users cannot connect anymore to server.

if I leave it to get automatic private address then it work normaly with address 169.254.19.10 /255.255.0.0

what should I do to set static address to that interface?

    address. that is what xp uses if it can't get a valid dhcp address. the sample address you gave for your satellite card is on a different network segment that your dhcp server. if that wasn't a typo, make sure you configure the dhcp server setting on the xp box. do an 'ipconfig' from a working xp box then point the dhcp server to the same address as you see for gateway.
    You'll need to be on the same segment and the same subnet mask as the dhcp server.

    He can check out in the Services Option whether DHCP Service is Disabled or what? If it is not disabled and it is Automatic Status. Then let him check in the Advanced Option of TCP/IP IP Address assignment status that whether the option Enable DHCP is ticked or no or he can check whether the RJ-45 Connector is good or no or he can go to TCP/IP Properties once again Obtain the IP Address.

    Then after that Start-->Run--->CMD press enter.

    Type,
    ipconfig /release press enter then you will get the following for example:

    IP Address:0.0.0.0
    Subnetmask:0.0.0.0
    Default Gateway:0.0.0.0

    then he has to type the following command:
    ipconfig /renew press enter

    then he will get the IP Address.

    If he is not able to get the IP Address then he can check the status of DHCP Server if it is in red mark then he can understand that the DHCP Server has got failed and he need to re-configure it.

    What is your openion about my suggestion. Please reply me. In case if I am missing some where please explain me.

    dhcp is working properly for all network users, it assign address within the configured scope to all Lan,Vpn,Dial-in users

    I tried to configur the other nic's without a static address but it received also the automatic private address.

    How can I setup dhcp to give address to the locals NIC (server itself) .
