Disable Visual Effects through Group Policy

How can I (by default) disable all visual effects when a new user logs on to an AD domain? Actually I would like to keep two.
1. Use Background Image for each folder type
2. Use common tasks in folders

I now manually set these, but would like to automate it if possible.

    Advanced properties?
    If you are trying to prevent users from changing the folders and the view of folders then:
    system USER Administrative Templates\Windows Components\Windows Explorer Removes the Folder Options menu item from the Tools menu
    or if you mean the ability to change performance visual effects all together then you may have to restrict access to system properties in a couple of places:
    USER Administrative Templates\Control Panel Hide specified Control Panel applets
    AND
    USER Administrative Templates\Windows Components\Microsoft Management Console\Restricted/Permitted snap-ins System Information
    I am not sure if you will also need to prohibit the exe of msinfo32
