But I would be investigating why the unit is leaking first to fill up the Sponge.

Possibilities are leaking Ink Cartridges which have been refilled and not correctly sealed, or are just plain faulty or not Genuine HP Cartridges.

Faulty Electronics which are turning on the Print Heads when they are parked are the two most likely.

    Possible reasons could be:
    Improperly seated cartridges
    Refilled cartridges
A faulty printhead, if it's present in the photosmart printer
    Clogged vents on the cartridges

This is a common problem with any inkjet printer. They all contain a 'waste pad' which sits under the printhead dock. The waste pad will fill up over time do to cleaning cycles and powering the unit off and on.

It does not matter if you use refilled, remanufactured, or OEM. If it did, why would HP install it?

It is possible to clean it out and dry it to reuse it, but you have to get to it. The pad is only designed to hold so much waste ink. I have seen plenty of HP printers with regular OEM HP cartridges that have a full pad, it just comes from years of use. The HP 8250 is a printer that is roughly 6 years old, which means roughly around 100 human years (going on the fact that HP comes out with a new cartridge roughly every year).
