IP address conflict

My network is as follows.
Windows 2003 AD domain with one subnet no vlans ip address range of 10.1.1.1 to 10.1.1.254. Have 2 domain controllers each running DNS, WINS, and DHCP. DHCP is set up so one server leases ip range of 10.1.1.10 to 10.1.1.100 and the second DHCP server leases out 10.1.1.101 to 10.1.1.199. Servers, printer, access points are hard coded with IP above 10.1.1.210.

My problem is if a DHCP client is given the IP address od 10.1.1.12 the client will get an error stating there is another device with the same IP Address. This has happen on 3 seperate pc over the last 7 days. I go into event viewer on each client and the error event shows a certian MAC address causing the conflict. The device with mac address causeing the conflict is a Windows 2003 server (not a domain controller) that is hard coded with an ip address of 10.1.1.244. The server only has one NIC, and no VMware installed so there are no virtual devices. Virus scan on the server comes up clean. I turn the server off and I still get the ip conflict on a test computer I hard coded to have 10.1.1.12 as the ip address.
If I ping 10.1.1.12 I get no response, and there are no records of 10.1.1.12 in any DHCP, WIN. or DNS server. I have no clue on what to do next. I know I can exclude 10.1.1.12 from the DHCP scope but I'm thinking there is a bigger issue that is building or not being detected.
