MSConfig is more of an interface for this listing in the registry. Of course, don't modify the registry if you don't know what you are doing. Disclaimers aside, in the run box type regedit.

Follow the path to HKEY_LOCAL_MACHINE -> SOFTWARE -> MICROSOFT -> WINDOWS -> CURRENTVERSION -> RUN

Listed here are the programs you have running in the beginning. For most of these you can safely delete if you, again, know what your doing. Hope that helps =)

That is only 1 of 7 places to find startup programs. Also you can find them in
HKEY_CURRENT_USER -> SOFTWARE -> MICROSOFT -> WINDOWS -> CURRENTVERSION -> RUN
and start -- all programs -- startup to name a couple.

Now the real question is to get msconfig back, right? I have copied it from another XP system and used it in Win2k and XP before, so just find another system and copy the file to a flash drive or something. Then copy it into the same folder on your system.

You can download a new copy from http://www.perfectdrivers.com/howto/msconfig.html or many other sites that have the XP version. Note, you do not need to put it in a certain folder for it to work. I took the msconfig.exe file, put it on a W2000 PC, and used it.
Try it out. Just get a new copy and see if it works.

placed in the same folder. If you go to start -- run and type msconfig, it looks in the path statement for the path to the file. If it is somewhere like say, the desktop or an alternate folder, the system may not find it.

But, double clicking on it (finding it first) will still work
