No Connection from Switch

This is all I know so far. I was called in to look into this problem. Here is the face value of what I know so far. iNet access is coming into a cable modem and into the first port of the Cisco 2950. There are other patch cables that is also connected to the switch that runs through the whole building for thier iNet connection.

Here is where the problem starts:
I plug a patch cable into an empty port and the other end into my laptop. the port LED light turn green but I get a
IP address after abit. I disable/enable my network connection. Did an ipconfig release and renew. Even shut down my laptop and on an still get an ip address of

I then unplug one of the active port and plug my patch cable into it and still recieved the 169 ip address. any thoughts?
