Outlook 2003 and Exchange Server 2003 problem. Help!

For the past 2 weeks, for no apparent reason, two of the users on a network keep getting the error message:
The message failed to be submitted because the storage limit for the mailbox that is submitting the message has been exceeded.
MSEXCH:MSExchangeIS:/DC=local/DC=Pool:SERVER

I have gone through the exercise of increasing the size of the users' mailboxes in Exchange but its seems that Exchange has been invaded by digital bunnies. The mailboxes work for a day or so and the same error appears. What is also concerning is the fact that the used space on C:\ drive on the server seems to be increasing dispropotionately to the emails coming in. I have also increased the size of the main partion to accomodate this unexpected growth. Any advice and suggestions about this problem would be appreciated. TIA.

    Also, mailbox size includes attachments, so the users may need to reduce the mailbox size.

    Your mailbox has exceeded one or more size limits set by your administrator.
    Your mailbox size is 190597 KB.
    Mailbox size limits:
    You will receive a warning when your mailbox reaches 184320 KB.You may not be able to send or receive new mail until you reduce your mailbox size.
    To make more space available, delete any items that you are no longer using or move them to your personal folder file (.pst).
    Items in all of your mailbox folders including the Deleted Items and Sent Items folders count against your size limit.
    You must empty the Deleted Items folder after deleting items or the space will not be freed.
