Ping to a local interface on a cisco router goes to the next hop

What can cause ping to a local interface on a cisco router to go to the next hop and back to the local interface?
Trace shows the same thing
It leaves the router and comes back.

Never seen this but it may be causing delays, (can't tell).

Cisco 7604 running 12.2(18)

the first thing that comes to my mind is a policy/rule/NAT of some sort in the router.

What happens if you ping from the console on the router itself?

    This router doesn't nat and the route statements look correct. This seems to only happen on the OC3 Packet over Sonet Interface, not the others.
