Problems generating a system health report in Vista

I'm attempting to generate a system health report in Vista, but am running into a problem. Here's what I'm doing:

I'm clicking "Start -> Control Panel -> System and Maintenance -> Performance Information and Tools -> Advanced Tools -> Generate a system health report". UAC comes back and asks for verification, at which point I click "Continue". The Reliability and Performance Monitor starts, then displays an error message that reads: An error has occured [sic] while attempting to generate the report. Logon failure: the user has not been granted the requested logon type at this computer.

I checked the user permissions on the PC - my account has Administrative rights, so I assumed that it should be OK - apparently it's not. I logged-out and logged back on as Administrator and explicitly added my account to the Performance Monitor Users group. I went back and tried it again - no joy. I tried it as Administrator - still no joy. There are four accounts on this PC, two local and two network, all have Administrative rights, none of which work when trying to generate this report.

What might I need to do to make this work?
