Strange Control Panel icon

I have this strange circle icon in the control panel and it has not use. It's circle with two RED lines on opposite ends. It this a virus? Can I send the image to anyone?

Check in C:\windows\system32 for multiple *.cpl files with the same name. If there are delete all but one (1).

Download Malwarebytes Anti-Malware, install it and update it and scan the PC with System Restore turned off, turn it back on later on when the PC is cleaned.

* Double-click mbam-setup.exe and follow the prompts to install the program.<br>
* At the end, be sure a checkmark is placed next to Update Malwarebytes' Anti-Malware and Launch Malwarebytes' Anti-Malware, then click Finish.<br>
* If an update is found, it will download and install the latest version.<br>
* Once the program has loaded, select Perform Quick Scan, then click Scan.<br>
* When the scan is complete, click OK, then Show Results to view the results.<br>
* Be sure that everything is checked, and click Remove Selected.<br>

I would keep scanning with it until it is clean by closing out and rebooting and running it again.

Just to be on the safe side when you finish do an online scan with Bitdefender. Or Google for an online scanner.

Press the WinKey + r type cmd and press Enter

type dir /a /b /s /o c:\windows\*.cpl > cpl.txt and press Enter

Open the file in Notepad, copy and paste the contents here as it may give us a clue as to what the program is.

If it were not a malware so it can be for some applications you've just installed!
some applications create an icon in control panel but it must be work when you double click on it! if it doesn't maybe you deleted the referring application ( didn't remove or uninstall it) and it cant be run!
