System restore won't allow me to create a new point

Windows ME. I'm still pulling my hair out over this. I go to START then HELP then USE SYSTEM RESTORE. There are no points to restore my computer to an earlier time. So I click on "CREATE A RESTORE POINT", then "NEXT". I type in a restore point description, then NEXT. Window pops up to say "SYSTEM RESTORE IS NOT ABLE TO CREATE A RESTORE POINT. PLEASE RESTART THE COMPUTER AND THEN RUN SYSTEM RESTORE AGAIN."
I restart and get the same thing every time. Additionally, under help, if I try to "FIND A TOPIC IN THE INDEX", the next screen pops up with the Help and Support icon at the top and nothing underneath it. Any ideas on how to create a restore point on this freaking computer ? Please ?

    so simple as starting the service.

    right-click my computer, choose manage. under services and applications, choose services. in the right pane with all the listed services, make sure system restore service is set to automatic and that it's started.

    1 - go to run: services.msc and make sure system restore service is enabled and automatic.
    2 - turn off system restore (computer -> properties ->system restore) and then turn it on again.
    3 - download 30 day trial of Ace Utilities (google it) and clean the registry.

    some combination of these worked for me, i had the same problem...
