if your backing up the system state of a domain controller than you would use the backup in the active directory restore mode.

if you try to backup system state on a domain controller in any other mode you wont be able to youll get errors because active directory will be in use by the system.

Dear, i think it depends on the OS of the Domain controller itself. i used to backup my Domain controller's system state in the normal mode.
Also it happened that i need to restore my backup.
it works really fine with no problems at all.

so i think it's not necessary to backup the system state in DSRM , it's because Windows Server 2003 has the shadow copy feature.

    thx
