If it's the Filter you loose everything. No Internet and No Phone.

if you unplug the Modem itself the Internet stops.

Like above I'm not really sure what you are asking here. the very idea of DSL is to be on 100% of the time so you can always connect to the Internet or your Mail Server it's not like a Dial Up Modem Connection where you have to dial in before every use and hang up after every use.
