There are several members here who live in Ohio, including Tony the Tiger - ask him. You can probably private message him.

there are sites that have contract work setups.
[and the person performing the work pays the site's fees not the person paying for the work ]

for administration of online community sites, a lot of them that I know of actually hire members of the site. they pick one or more of the more respected members and hire them to be the admin online, just mail the pay cheque to wherever the person lives.
[ most do make sure it is within the US, so they know the tax situation for the pay. but some will hire outside of the US for this. if such happens, the tax situation depends on what country they are in. With the Canada - US tax treaty, Canadians have to declare and pay the taxes in Canada, so no withholdings required from the US employer, and visa versa if a Canadian company hires an American. ]

If ecommute is acceptable, watch for anyone who has experience in the specialty area that you want to contract for. If you need a body on site, look for our locations.

I have just completed a project and am available. That said, I don't want to leave MN. So it really comes down to the individual.

Another approach you may wish to consider is the general quality of post responses. Are you reading a poster and getting a good feeling about their thinking? That may be a good person to approach, based on your business need.

Finally, Monster can be your friend. So can Dice. They give you an opportunity to review resumes and directly contact the individual. Since all submissions to Dice and Monster are voluntary, you are dealing with a person who wants to work and is willing to talk with you.

    Good Luck!

Dice.com is an excellent source for IT talent all over the country. If you haven't checked them out, I recommend that you do.
