Apple has issued the developer's version of iOS 4.3 into the wild. It doesn't add many features yet (that we can find), but we've provided them for you here. Keep in mind that the actual version of iOS 4.3 may differ when it's released to customers.
On AT&T's iPhone, you now can find the hot spot feature in the Settings menu. Unfortunately, you can do anything with it yet.
