I was there.
It was fascinating to be able to walk around the "outside" of the tower. This way neither car traveled the whole way, just half way.
My second time was in 1990. This time was with my wife. I did not tell her what was going to happen. What a disappointment when I discovered that the system had been modernized and both cars made the whole trip and the catwalk was no longer needed.
On that first trip I asked how the elevators were powered as it predated electric power. The answer was that they were steam driven.
On some pictures of the tower you can see the catwalk midway between the top and the main stage.
