Executive Summary

The Information Technology Division (ITD) of the Commonwealth of Massachusetts provides IT services for state agencies, which retain many administrative functions and more permissions than ITD considers optimal. Disaster recovery time is slower than ITD would like, and it is hard to block noncompliant mobile devices from connecting to the network. Also, costs prevent ITD from providing larger mailboxes. ITD is piloting a solution based on Microsoft Exchange Server 2010. The solution will help ITD grant role-based permissions to users and IT staff, reducing the workload of senior administrators by 10 to 15 percent. High-availability architecture will speed disaster recovery, and the ability to block mobile devices will help protect users' sensitive data.
