Luton Borough Council wanted to meet government requirement for online delivery of council services while using existing technology to keep costs low and improve service quality and availability, and launch innovative new solutions to meet the needs of the borough and its citizens. The challenge was to gain accurate, up-to-date view of customer interactions with the council for improved customer relationship management and capture spatial data to improve management of carriageways, street furniture, and other council-maintained assets. Luton Borough Council worked with Oracle Consulting and Oracle Solution Services India to build "Do It Online," a Web service-based solution for online service delivery, using Oracle SOA Suite, Oracle BPEL Process Manager, and Oracle Developer Suite.
