Quantifying Risk: Aircraft Carrier Fleet Gap Analysis

When the Navy decommissions the aircraft carrier USS Enterprise (CVN-65) in November 2012, the fleet will be reduced from 11 carriers to 10 until the USS Gerald R. Ford (CVN-78) is ready for service. To help its decision making, the Navy asked Booz Allen Hamilton to conduct an extensive analysis examining options for maximizing carrier availability during a 48-month gap period. Booz Allen applied its proprietary Risk Integrated with Schedule and Cost-Intelligent Quantification (RISC-IQ) methodology to quantify the risks, costs, and schedule impacts of each option, helping Navy leaders create maintenance, training, and budget plans for sustaining the highest possible availability of carriers.
