Executive Summary

Redora wanted to build an end-to-end automated electronic solution to enable The Hague to comply with 2009 Fixed Penalty Notices Act by enforcing prompt payment of fines for environmental offenses and enable mobile enforcement officers to issue on-the-spot digital fines for litter, dog fouling, illegal parking, and other violations. The challenge was to deliver a solution that improves the productivity of street-based officers and back office staff and allows The Hague to track the success rate of fine collections and identify city trouble spots and mimimize development cost, ensure scalability for more than 1,500 simultaneous users, and add new applications on demand. Redora developed REDLINE Mobiele Zaken, a paper-free solution for recording fixed-penalty offenses, issuing tickets digitally, and processing fines, built on embedded Oracle technology.
