Executive Summary

City and County of Swansea wanted to improve efficiency by consolidating procurement across all council departments, replacing localized IT systems and eliminating manual, paper-based processes and raise visibility and improve control of purchasing activity throughout the council. The challenge was to ensure compliance with purchasing policy and eliminate suspected maverick purchasing and improve spend analysis with the help of commodity coding. City and County of Swansea overhauled purchasing processes across the entire council, with over 750 employees accessing Oracle iProcurement and 70 purchasing professionals using Oracle Purchasing and maximized use of Oracle iProcurement by giving all council departments access to buy lines, such as office stationary and supplies, cleaning and catering supplies, and more, from 15,000 suppliers.
