Now that the 2010 Census is concluded, states will begin the process of reapportionment - re-drawing voting district lines to account for population shifts. A Nonresident Senior Fellow, the presenter, says redistricting has been fraught with controversy and corruption since the nation's early days, when the first "Gerrymandered" district was drawn.
