Executive Summary

The United States is embroiled in its biggest economic crisis since the 1930s. Increasingly, overextended corporations and anxious citizens are looking to the government for solutions to address a failed financial system, collapsed housing market, soaring food, health care and energy costs, and rising unemployment - all of which are intertwined with the threat of a deepening global recession. The dynamic interplay of an economy in disarray, a leadership change at the highest levels of the government, overstretched and overcommitted budgets, and ever-growing requests for assistance will present tremendous challenges in 2009 for U.S. federal and state governments.
