This paper deals with quantitative quality model that needs to be practiced formally throughout the software development life cycle at each phase. Proposed quality model emphasizes that various stakeholders need to be consulted for quality requirements. The quality goals are set through various measurements and metrics. Software under development is evaluated against expected value of set of metrics. The use of proposed quantitative model is illustrated through a simple case study. The unaddressed quality attribute reusability in ISO 9126 is also discussed.
