The Health Insurance Portability and Accountability Act of 1996 (HIPAA) was designed to ensure that people who changed jobs or residences did not lose their health insurance. As the legislation was drafted, a rule was added to protect the privacy of individuals' personal health information - the Privacy Rule - as well as a rule to protect the confidentiality, integrity, and availability of that information - the Security Rule.
