The five prior papers in this volume offer many excellent ideas on climate change, oil, transportation, and electricity policies, carbon capture and storage, and the generation of innovative energy solutions. In this paper, the author identifies and suggests ways to overcome these barriers. The author's goal is to explore the cognitive, organizational, and political barriers that prevent from addressing energy problems despite clearly identified courses of action. In particular, the author addresses barriers that could hold back the policy recommendations made in the earlier papers in this volume.
